引言
隨著工業(yè)化進(jìn)程的加快和城市化水平的不斷提高,環(huán)境問(wèn)題日益突出，成為了社會(huì)關(guān)注的焦點(diǎn)。為了有效解決這一問(wèn)題,黨中央國(guó)務(wù)院提出了"共抓大保護(hù)、不搞大開(kāi)發(fā)"的要求，并設(shè)立了一系列環(huán)保督查機(jī)構(gòu)和必要的監(jiān)管手段來(lái)監(jiān)督生態(tài)環(huán)保工作落到實(shí)處。四川作為國(guó)家級(jí)重點(diǎn)環(huán)境保護(hù)區(qū)域之一，在近年來(lái)開(kāi)展了大量的生態(tài)環(huán)境治理項(xiàng)目，取得了積極的成效。本文旨在圍繞四川環(huán)保督辦的最新動(dòng)態(tài)和實(shí)地考察結(jié)果進(jìn)行詳細(xì)的論述與分析，并就存在的問(wèn)題提出合理性的建議。
四川環(huán)保督察取得積極進(jìn)展
自2015年3月中央一級(jí)成立環(huán)境保護(hù)督察組以來(lái)，在各地掀起了一場(chǎng)環(huán)保風(fēng)暴，強(qiáng)化了地方政府在生態(tài)環(huán)境治理方面的政治正確性并使污染物排放得到了有限控制。其中四川作為獲取綠色安全可持續(xù)發(fā)展的國(guó)家重要綜合資源基地，必須要重視污染源的排查和環(huán)境根本不發(fā)達(dá)“老大難”環(huán)境問(wèn)題的整治工作。據(jù)查閱資料可知，歷次環(huán)保督查發(fā)現(xiàn)的問(wèn)題涉及到環(huán)保、涉水、涉土等方面，有些已經(jīng)得到解決，有些仍然未能根治。本小節(jié)將對(duì)此次生態(tài)督察成果開(kāi)展詳實(shí)論證并對(duì)存在問(wèn)題進(jìn)行歸綱總結(jié)。
環(huán)保督察和監(jiān)察部門(mén)工作進(jìn)展情況
1.優(yōu)化環(huán)保組織架構(gòu)截至目前四川省機(jī)構(gòu)改革深入推進(jìn)，生態(tài)環(huán)境廳實(shí)質(zhì)上已納入省政府直屬機(jī)構(gòu)序列，進(jìn)行實(shí)體化辦公與管理。此外還成立了生態(tài)環(huán)境部駐川督查整改辦公室；目前全省11個(gè)市(州)及以上政府均設(shè)有專(zhuān)門(mén)的生態(tài)環(huán)境監(jiān)測(cè)管理委員會(huì)辦公室領(lǐng)導(dǎo)結(jié)構(gòu)已初步搭建完成。省級(jí)層級(jí)機(jī)構(gòu)方面，黨委政府成立了生態(tài)文明建設(shè)領(lǐng)導(dǎo)小組、中央保護(hù)督察組反饋意見(jiàn)整改推進(jìn)述職會(huì)，進(jìn)一步壓實(shí)責(zé)任壓實(shí)部門(mén)職責(zé)向群里傳導(dǎo)壓力的水平不斷提升。
2.加快推進(jìn)各地督察工作力度各省轄市形成了覆蓋全域的環(huán)境保護(hù)制度方案和應(yīng)急預(yù)案等發(fā)布體系，明確了黨政同責(zé)和一崗雙責(zé)等領(lǐng)導(dǎo)干部職責(zé)清單層層傳導(dǎo)落實(shí)主體責(zé)任。一個(gè)時(shí)期的環(huán)境監(jiān)管重難點(diǎn)活動(dòng)：2020年中央第四輪空技術(shù)支持撤離后的一年即2021年至2022年總體較為穩(wěn)定，藍(lán)天碧水凈土保衛(wèi)戰(zhàn)采取措施近20項(xiàng)，并進(jìn)而建立辦法草案依法予以實(shí)施。
3.重大工程建設(shè)有序推進(jìn)從2021年到2023年之間最主要的任務(wù)是調(diào)停優(yōu)化重點(diǎn)植樹(shù)造林項(xiàng)目以達(dá)到節(jié)約成本減少工期的目的，在"十三五"集中力量完成了革命老區(qū)中心土地治療和種樹(shù)現(xiàn)代化發(fā)展態(tài)勢(shì)活化窯角分布現(xiàn)狀。整體來(lái)看具體征收資金用于災(zāi)后重建工程還是非常到位相對(duì)而言前期立身處地防茵技術(shù)又不存在一定的差距,確保項(xiàng)目的成功落地投產(chǎn)。
